Highland Park, Texas is a town located in Dallas County. The area today known as Highland Park was purchased by a group of Philadelphia-based investors known as the Philadelphia Place Land Association. An agent by the name of Henry Exall originally had planned to develop a portion of modern day Highland Park into what he was calling, “Philadelphia Place,” an exclusive housing community. Unfortunately the Panic of 1893 hit Exall and his money hard, forcing him to scrap the project altogether, despite having already made significant progress, laying down roads and damming Turtle Creek to create Exall Lake.
In 1906, a man by the name of John S. Armstrong, took the money earned from the sale of his meatpacking business and invested it in a portion of the Philadelphia Place land, calling it Highland Park. The name “Highland Park” quite literally comes from its higher elevation – or high land – overlooking downtown Dallas. In 1907, Armstrong hired Wilbur David Cook, the landscape designer famous for designing Beverly Hills, California. Highland Park petitioned the city of Dallas for annexation in 1913 but was refused. The residents of Highland Park then voted to incorporate as their own city, and in 1915 that incorporation was granted.
